Wallace L. (Wally) Duncan


    
Wally was born in Little Rock, Arkansas in 1956.  After living in Arkansas, Indiana and Kentucky, his family moved to Poplar Bluff in 1969, and he was graduated from Poplar Bluff High School in 1974.  He was graduated from Oakland City College, cum laude, in 1978, with a Bachelor of Arts degree in English, and was named to "Who's Who in American Colleges and Universities".

     In 1984, Wally was graduated, Juris Doctor, from Memphis State University (now University of Memphis).  While in law school he participated in moot court and was named a member of the Moor Court Board.  He also served as graduate assistant to the University's legal counsel.  He was admitted to the Missouri Bar in 1984, and is admitted to practice in the United States District Court, Eastern and Western Districts.  Since this admission to the bar he has practiced in Poplar Bluff and Southeast Missouri.  In 1987, he was appointed City Attorney for the City of Poplar Bluff, a position he continues to hold.  He is a member of the Butler County Bar Association, and served as President in 1999.  He is also a member of the Missouri Municipal Attorneys Association, and co-authored Chapter 15 "Municipal Taxation", of Missouri Taxation Law and Practice, Third Edition.

     Wally currently serves as President of Heartland Alternative Services Program, which provides community service opportunities for persons on probation.  He is a past member of the Citizens Advisory Board for the Butler County Board of Probation and Parole, the Community Concert Association, the Young Republicans, Academic Assistance Group and was a charter member of the Optimist Soccer League Board.  He and his wife, Kathy, are the parents of three children; Eric, Natalie, and Nicole, and are members of Fellowship General Baptist Church in Poplar Bluff.  In his leisure time he enjoys attending his children's athletic events, playing guitar, working on his house and boating on the river.

C. Wade Pierce


     Wade was born August 7, 1970 in Poplar Bluff, Missouri.  He was graduated from Southeast Missouri State University with a Bachelor of Science in

Psychology in 1993.  He went on to attend Oklahoma City University School of Law where he was awarded a Law Merit Scholarship, and membership in the Phi Delta Phi & International Legal Fraternity. Upon completing his first year of law school he obtained a legal intern license and worked for The City of Oklahoma City Municipal Counselorís office, in both the Litigation and Prosecution Divisions, until graduation.
       
 

     He was graduated Juris Doctor, Cum Laude, from OCU School of Law in May, 1996, and returned to Poplar Bluff to begin his legal career. He was admitted to the Missouri Bar in October, 1996, and has practiced law in and around Southeast Missouri since that time. He served as an Assistant Prosecuting Attorney for Butler County from May, 2001 to September, 2005, and maintained his civil practice throughout that period.

     He is currently the Prosecuting Attorney for the City of Poplar Bluff, a position he accepted in January, 2003. He is also a member of the Butler County Bar Association, and serves on the Three Rivers Community College Presidentís Advisory Council. When not practicing law, he enjoys spending time with his wife, Kelli, and three children - Mallory, Justin and Dylan, as well as hunting, fishing, golf and playing guitar.
